Without quiet and splash, and with plymouth=0 additionally added, you'll automatically see boot messages instead of the Windows-ese graphic curtain hiding the boot messages that might suggest there is a problem with the init process, as well as indicating init is progressing.
I added the video=DP-1:1920x1080@60D after the word display with a space intervening and inside the quotes on the GRUB_CMDLINE_LINUX_DEFAULT= line.

I made the file /etc/X11/Xsession.d/95-setup containing the line xrandr --output DP-1 --primary

With the display set to primary on the monitor I rebooted. This resulted in a blank screen on the monitor.

I made a test user, did not change any settings and rebooted. This also resulted in a blank monitor screen.

I am beginning to think it may be best to consult the laptop forum rather than start a new X session the starting of which I have no knowledge.

Would you agree?

Did you first try testing video=DP-1:1920x1080@60D via the E key at the Grub menu, to add it to the linu line? Adding it to GRUB_CMDLINE_LINUX_DEFAULT= can only work by subsequently regenerating /boot/grub/grub.cfg, which is normally done by running update-grub or grub-mkconfig or installing a new kernel or otherwise causing initrd regeneration, or by manually editing grub.cfg to include it. Until then, it needs to be added using the E key at the Grub menu for each boot you wish it used.

Yes, if after employing video= as instructed doesn't help.

I added video=DP-1:1920x1080@60D the the place I said in my previous post. I unaware of 'E' key testing so did not. After adding that I ran grub-mkconfig

I think I have followed and made the changes you have suggested correctly.

I thank you for your assistance and what I have learned from it. I will take the problem to the laptop forum at some stage.

I have just installed the latest update for xubuntu and now I don't have any access whatsover to the monitor!

It shows in the display box but its configurations are blank.

Code:
makem@XPS-13-9300:~$ xrandr --auto
xrandr: Output DP-1 is not disconnected but has no modes
xrandr: cannot find preferred mode
makem@XPS-13-9300:~$
Using a live xubuntu USB I am able to mirror the laptop on the monitor. The monitor configuration is correct in the Display configuration.

It appears the update broke the connection I had to the monitor.

I removed the entry video=DP-1:1920x1080@60D from the grub GRUB_CMDLINE_LINUX_DEFAULT= line and disconnected the HDMI monitor connection then rebooted. Now the Display settings allow me to mirror the laptop so I can at least use the monitor. However, to do that I must disconnect the HDMI adapter and reinsert it.

I have requested this thread be moved to the laptop forum.
