How to configure Xorg files so they recognize your keyboard and mouse on Ubuntu 13.10

I tried searching on Google but nothing seemed to help nor were any of the instructions clear enough for me to understand. What I want to do is reconfigure Xorg so it can consistently detect my laptop keyboard and touchpad.

Another way to describe my issue is that I have no clue as to what I am doing.
