Question for signing module in kernel 5.4 with lockdown enabled

I am trying to sign module with kernel 5.4 when lockdown is enabled.
I have trouble using custom generate key.

Document say It can be added into builtin_trusted_keys or secondary_trusted_keys, but I always failed with "Require key not avaliable" or "Permission denied".

Anybody known about this?
