Kernel version includes '+' character

When building the latest kernel from the kernel.org git repository I get a + character at the end of the kernel version string (Linux-3.1.0-rc1+).
It seems that this disappears when I remove the .git directory.
Is this some kind of feature that indicates build within a CM tree or is it just a plain user error

This is normal.

The + just indicates that the build includes commits beyond the release ,3.1.0-rc1 in your case.

If you had selected CONFIG_LOCALVERSION_AUTO=y in your kernel .config then you would have an additional string added that indicates the actual HEAD that you built from.
