HOW to define and control qdisc

I want a new qdisc, which can be a modified pfifo_fast. It should receive user land program commands. When BUFFER is ordered, the new qdisc should buffer the outbound packets; when RELEASE is ordered, the new disc should return the queue to nornal operation.

I am now reading the sch_generic.c code in net/schd, any suggestion will be appreciated.

Thanks in advance,
Shawn
