Your system is seeing wifi, wlp3s0 is using the Intel 3160 wifi driver iwlwifi.
You even tried to connect to a wifi access point and got an error in your wall of text.
Quote:
Inspiron-5548:~$ iwconfig wlp3s0 essid XXXXX key s:XXXXXX
Error for wireless request "Set ESSID" (8B1A) :
SET failed on device wlp3s0 ; Operation not permitted.

Inspiron-5548:~$ dhclient wlp3s0
RTNETLINK answers: Operation not permitted

Inspiron-5548:~$ sudo ifconfig wlp3s0 up
[sudo] contrasea para jhzz:
Did you try putting the interface up first, then running the iwconfig command?

This link suggests changing the mode of the device if the above does not work, https://unix.stackexchange.com/quest...-not-permitted

Maybe try a text tool like wicd-cli to connect to wifi from the command line?
