Question linux locks up when usb mouse attached to usb port during startup.

I have a minor linux annoyance. I am using redhat fedora core 1 with a Microsoft optical usb wheel mouse. The problem I'm having is that whenever I start linux with the mouse attached it'll lock up while polling the ports for new hardware. if I disconnect the mouse and reattach it after it gets past the checking for new hardware portion it works fine. I'm new to linux and I have no clue how to resolve this. Any insight you can offer would be appreciated.

my system is as follows

msi kt4v motherboard
via usb 2.0 controller
amd athalon 2400+
dual boot with xp professional
ati radeon 9200 vid card
Microsoft Wheel mouse optical usb
