warning banner on login

I've added a warning banner to my RHEL4 systems for users logging in. I updated /etc/issue and /etc/motd, and the banner is displayed on console login and when a user ssh's into a system, but the banner is not displayed when the user logins via the gui. Is there an additional step to get the banner to display when a user logins via the gui? Thanks.

Adding "xmessage -center -file /etc/motd" to /etc/X11/xdm/Xsetup_0 took care of the problem.
