telnet server not starting on Red Hat Enterprise 5.1

Hello,
the telnet server will not start for me on this server.
Yes, I do need telnet and yes, I'm aware of the security implications relating to non-encrypted passwords.

Actions so far:
1: Disabled the firewall
2: Edited the file /etc/xinetd.d/krb5-telnet to look as follows:
-------------------------------------------------------------
# default: off
# description: The kerberized telnet server accepts normal
# telnet sessions, \
# but can also use Kerberos 5 authentication.
service telnet
{
disable = no
flags = REUSE
socket_type = stream
wait = no
user = root
server = /usr/kerberos/sbin/telnetd
log_on_failure += USERID
}
------------------------------------------------------------

3: Rebooted the Server

4: ps -ef | grep telnet
"No telnet running"

5: chkconfig --list | grep xinetd
"Not there"

6: chkconfig --add xinetd
Response: "error reading information on service xinetd.d:
No such file or directory"

7: Tried to start telnet manually with: /usr/kerberos/sbin/telnetd
Response: "/usr/kerberos/sbin/telnetd: getpeername: Socket
operation on non-socket"
