Telnet is dead in linux. Remote access is done using ssh. Install OpenSSH on both sides. The server is sshd, and is very configurable. You can allow, or disallow root logins. As the admin, you can control users allowed to use ssh, deny access to those you don't want. SSH is also secure, telnet is not. You can generate keys. This allows password-less connections, and is secure. You can find a small tutorial on the setup if you look at the tutorials under networking on this board.

Yes I know that But let me explani my Issue
Actually I have some application in COBOL which is installed on server
then from remote machine we logon that server and then access that application
with different users each user has its own environment setting in that perticular application
now after loggin we need special functions keys(f1, f2,.......) to work but it seems that these are not working when we login using ssh, putty so thats why we choose this method here not any issue of security .
So I need that why I need user( other than root) can be able to telnet on the Server.

Thanks

Check your log files for error messages that might give you a clue as to why telnet refuses the other users.
/var/log/messages
/var/log/syslog
/var/log/daemon.log
/var/log/auth.log
