Merge 2 HDD partition ISO together for Qemu

Goal: make ISO for Qemu
Situation: SSD has 2 partitions
Actions done:

- sudo dd if=/dev/sdc1 of=ssd_image_win7iso-1.iso
- sudo dd if=/dev/sdc2 of=ssd_image_win7iso-2.iso

sdc1 is the boot partition
sdc2 is the windows partition

I want to join them together and use this joined ISO in Qemu.

Tried command:
sudo cat ssd_image_win7iso-2.iso >> ssd_image_win7iso-1.iso

Error: permission denied.
What did I do wrong?

Maybe try using just /dev/sdc to create your .iso file.

Thank you for your reply, Excuse me for asking such a basic question, that I ought to know the answer if I thought about it more.
I know what caused the error, stopped the file creation because I was thinking it has hanging.

But another question, that is about creating ISO.

SSD to ISO : $sudo dd if=/dev/sdc of=file.iso
This creates one iso file. I made the error by choosing the partitions and not the SSD (as a whole: /ev/sdc)

Ubuntu install is fresh from USB stick. I did a default install, changed nothing, just let ubuntu 18.04 install with basic settings.I try to boot from this iso with Qemu, but I get an blue screen and it keeps endlessy rebooting. Any idea what i did wrong?
