busybox fdisk error?Help!

My kernel: 2.6.11, including proc, floppy disk and initrd support and others.

The initrd is built from busybox. I compiled busybox myself and all the commands are included. The directory /proc is in initrd.

After I boot succefully inito sh(in initrd),

/bin/busybox fdisk -l:
fdisk /proc/partitons: No such file or directory!
segmentation fault.

Why?
Please help me!
Thx.
