how on earth could we know it? We have no idea what did you try at all, what OS, environment do you have.
It can be a simple shell script too, like this:

In that case it is the normal behavior.
Otherwise it can be network, firewall, dns, proxy, vpn issue, server side problem or a damaged hardware somewhere.
Or just the rainwater fell on the window and dripped into the router. (or the cat ??)
