Cool, thanks mate!. Well, you have a nice computer, so the reason for the slow down are the generic drivers for your graphics card. The drivers provided by Mandrake won't give you 3D acceleration. Unfortunately, I've a nvidia card, so I cannot help you out all the way. I know though, that ATI provides drivers for Linux. Check out their page (somewhere here: http://www.ati.com/support/driver.html), read their install doc and see if you can get through the installation. If not, post your problems here. Most likely somebody with an ATI driver will help you.
hmmmmm. If it was not so late for me, I'd go hunting the drivers on the net. Well, so far, it looks like the ones who should provide the drivers are the manufactures, in your case, Dell. Here is some links from ATI:
I've just checked and dell apparently do not provide Linux drivers either. I've playing a little with google after Dell Inspiron 5000 and Linux.. nothing. Except another guy with similar machine and problems as yours:
