chroot problem in section 6.64

Hi
I want to know :
where I run chroot command that is mentioned in this section ? in the /mnt/lfs environment or in host system as root user ?

becauseof in this section don't say that logout from /mnt/lfs environment then run this command , I run this command in /mnt/lfs environment , but the value of LFS don't set in this environment . I encounter with the no such file or directory error .

How I do this chroot from /tools/bin/env to /usr/bin/env ???
