$LFS/tools empty after binutils install?

In chapter 5 of the LFS manual v. 5.1.1 I have followed all the instruction to install binutils-2.14 as far as I know. My question is after the install should any files be in the $LFS/tools directory? This is the 2nd time I have installed. Before, I had gotten all the way through Glibc-2.3.3 and still nothing was in the tools dir. Is this right or am I doing something wrong?
