isqlplus cant start into RHEL3 server

Friends ,

I have to install Oracle 9.2.04 in RHEL3 server . After finishing my installation I get a problem and that is :

I cannot browse "http://localhost:7778//isqlplus" page , I can browse only "http://localhost:7778" page easily.
I try to start-up the isqlplus service but I become failed. When I run

#isqlplus start

It makes hang-on , cannot show any message . I cant recognize the problem . Can any body help me plz .. ...

have you checked the ORACLE_SID ; and PATH enviorement variables ?

here is an example ;
you can add the lines in profile of oracle installer user generally /home/oracle/.bash_profile

ORACLE_SID=ORCL; export ORACLE_SID
ORACLE_BASE=/orabin/product; export ORACLE_BASE
ORACLE_HOME=$ORACLE_BASE/db; export ORACLE_HOME
PATH=$ORACLE_HOME/bin:/usr/ccs/bin:/usr/bin:/etc:/usr/bin/X11:/usr/local/bin:$PATH; export PATH
