U-Boot support for HDMI on Allwinner V40 and R40 chips, also Rockchip RK3399


For those of us not wanting to connect serial console cables
to our favourite SBC, I'd like the support for HDMI to be added for:

Allwinner V40 and R40

Rockchip RK 3399

U-Boot supports HDMI on the Allwinner A20 SOC, so most of the work is done.

Adding such support is not trivial by any means and requires manufacturer support. In most cases, most manufacturers get a programmer approved for contributing kernel code (No easy task), give him access to what he needs, and assign him supervision of the task of writing kernel drivers.
