Look for something without a mali GPU or Intel CPU.

It is an OSS and OSHW laptop. But then you don't have a 3D GPU .

Other questions are:

What do you want to use it for?

What I want is:
1) an ARMv8 board, kernel 4.20 or later, full aarch64 with, in particular, neon
extended instruction support.
2) a C compiler with neon support.
3) support for a High Speed Disk interface, M2 or SATA

What would be nice is U-Boot with a HDMI console and USB keyboard.

Actual project: FreeDV, digital voice transmission and reception at extremely low bitrates

I have the RockPro64 board, but finding the Linux....

Suggestions please, but do your homework first.
