How to change to "cp949" character in ash shell?


I have a NAS.

The shell is "BusyBox v1.00-rc3 (2020.05.20-04:57+0000) Built-in shell (ash)".

I try to "locale-gen cp949".
The result is "sh:locale-gen not found".

Also There is "locale.new" instead of "locale".

I try to "locale.new -a"
The result is as below:
C
POSIX
en_US.utf8
ru_RU.utf8


The last goal is to download the file of cp949 from the FTP server.
