Do you mean http://www.linux.org ?
Loads fine here. IP is http://198.182.196.56

Do a traceroute and see where it is stopped.
What kind of router you have?

I also have similar problems with linux.org and I suspect that it could be something to do with my ISP since I can access it from work but it times out when I try and access it from home.

I would agree if it does not come up then somewhere down the line they are blocking that range of IP. Not sure if that one use to be on the reserved IP range. Some us to be but are being used today. Had the same issue on my linux router. After removing those IP that are routable now allow access to two sites which I thought were out of service.
The site that listed it does not show the list no more.
