System won't wake from suspend with keyboard or mouse (power button only)

Kind of annoying since PC is in a rackmount server case mounted in a rack with a door. Every time I suspend the PC, I have to open the rack door, open the server case's flip-down front panel, hit the power button, close the server case front panel, and close the rack door. I could leave the rack door open so I could leave the server case front panel open but a. it's a lot quieter with the rack door closed and b. I lose the dust filtration that's built into the server case front panel.

For a long time, I've had suspend disabled, only using power management on my monitors but my electric rates just went up significantly and I have several homelab machines that need to be on 24/7 so I'd like to be able to suspend my PC when I'm not using it.
