function keys do not work in blackbox


i am unable to use the function keys to switch workspaces in black box. i configure them in bbconf, and everything looks solid. a .bbkeysrc file is generated with a detailed list of:

"KeyToGrab(FX), WithModifier(None), WithAction(WorkspaceX)"

this seems to be correct? my goal is to be able to switch from workspace to workspace using the function keys and not the toolbar.

this does not seem to be a hardware problem because out of X windows i am able to use the function keys to change workspaces.
