Applications in taskbar "jumping" between workspaces

Using SLES 12 with KDE plasma. There are several workspaces. Applications that get active in unactive workspace jump to active workspace, when these aplications are "clicked" they are not opened

Could you clarify what exactly you mean by "jumb to active workspace"?

For example, do you mean that, if you minimize an application on workspace one, then move to workspace two and click the application icon in the taskbar, it appears on workspace two?

for example if I open a file1 in gvim in workspace 1 then move to workspace 2 and also open files2,3,4 in gvim, file 1 sometimes also apears in gvim grouped gvims icon, and I will not be able to see open files in workspace2
