permission denied even for root????

hi i was trying to execute a simple script katoolin. the steps i followed are:
downloaded the script
extracted on /usr/bin/...
after that even as root i couldnt execute it
(bash: /usr/bin/katoolin: Permission denied)
then i changed the ownership for my account but.. still permission denied
(chown -v katsasfox /usr/bin/katoolin ) ==> the same results :/

Even for root, at least one of the "execute" permission bits must be set in order for the file to be considered executable.

chmod +x /usr/bin/katoolin ==> i think this made it executable right?

FIXED:
run it again ans somehow it got fixed
