Passcert 'guarantee' your money to them (ie, there is some offer to return the money that you pay to them if you do not pass, but there may be terms & conditions that, in practice, make it difficult to get the money back, I'm not sure), but not your time. If your time is your main concern, it is unclear how much that helps.
In some ways, I wish I'd thought of this 'passcert' gig: even if I do nothing whatsoever to improve pass rates, provided that I don't worsen them, the number of people who were going to pass anyway will pay me money. There will be some others who were never going to pass, and they only loan me some money for a while.
I think, if people you trust, who have been through this process think that the passcert materials helped appreciably, there is a case for it. Otherwise, its just a risk and one that is difficult to quantify.
A guarantee to get everyone through an exam is an odd thing. If you assume that these people can truly get everyone through the exams, doesn't that mean some people who were not really good enough (for whatever reason) get through, and would therefore be in the Linux employment pool? There are reasons to doubt whether that helps the community.
