Hardened Gentoo: Apache is not listening...?

Hi. I'm trying to set up apache on a hardened Gentoo box for the first time, but something strange is going on, where evidently apache is running and configured correctly, but is not actually listening on port 80. Here is a link to my original thread at the official forums, where I provide a lot of details:

I'm on a tight work deadline, though, and I don't have time to look into this any more. So I'm just going to stick with what seems to be working (lighttpd).
As you decided not to post your problem at LQ and gave up after barely 2.5 hrs I suggest in the future you do not advertise any forum threads of yours outside of LQ.

Duly noted. No more cross-forum posting.

Strictly speaking, however, I did not give up. I simply found a satisfactory solution differing from what I originally asked for. Once I realized that the problem did not occur under the lighttpd web-server software, I also realized that it was no longer necessary to fix the problem that was occurring under Apache.
