software: i guess a webbrowser (firefox) ?
amazon unbox and rhapsody work well.
(unfortunately itunes requires some arbitrary client to connect to their service and it is non linux).

hardware: any non ipod/ non mtp device that one can drag and drop any file onto it.
i dont think it runs linux but my archos av500 dvr works well with fedora (it basically sees it as a usb harddrive).

i'm sorry if i totally misunderstood the question.

the best/ cheapest x86 based machine you could find.
large hard drive, a lot of ram, good cpu, ...

i would use a red hat based distro (cent os, possibly fedora)

apache,

mysql

maybe learn some php/ perl for some real-time html generation.

you mite want to examine bugzilla source.
