My problem is I can't download dvd images. The files are too large for IE7 to recognize and my restrictions are, I can't use freedownload manager or any bit torrents, I must use windows IE7.
My solution is to download all of the CD images.
My question is, after I download all of the CD images what program out there can I use to put those CD images onto DVD's so I don't have to use up so many CD's?
I agree with the netinstall suggestion provided you have reasonably fast and continuous broadband. Also burn the netinstall ISO into a CD-RW, not a CD-R. Maybe it's my personal feeling, but I hate the thought of wasting an entire ISO image on a non-rewritable disk.
Also even the first couple of CDs should be enough for a basic desktop (applications can be added later on demand through the internet/network connection).

I've had problems with CD-RWs, so I always use CD-Rs - they're cheap enough.
