Volume Control Not Controlling

My issue is both simple and complex, and deals with my volume control and output. For one reason or another, I can hear all the sounds I should, and my sound card is detected properly, but my volume control is not functioning. I have two options for volume in this case. Either completely full blast, or off. I have checked other threads, tried other commands, and tried any number of settings, all to no avail. Any help with this issue would be greatly appreciated.
