? Could be a corrupt "delta-rpm" ? ( Only used at update time.)

Instead of updating "qt5-qtquickcontrols2", you could remove the old version :

# dnf remove qt5-qtgraphicaleffects qt5-qtquickcontrols2

And then reinstall to get the new versions :
# dnf install qt5-qtquickcontrols2

No issues here getting the packages (64bits)
