Has tagging ability has been removed from Shotwell/Photos ?

Loaded up photos as I'm familiar with Shotwell and went to tag a photo and couldn't find the feature anywhere.

Is this minimalism gone mad?

Anyone know a way to recompile the app to re-enable tagging?
