This is a very common issue, and it happens because some (most?) NICs fails to store the WoL setting in non-volatile memory.
As a result, the Wake-on-LAN function does indeed work if the PC is booted then shut down by the OS/user, as the NIC keep receiving stand-by power from the PSU. However, if power is removed completely, the setting is lost until the OS is booted again.
We've had people reporting similar issues before, such as WoL only working after the system has been booted to Windows and then shut down (the Linux OS or driver module for the NIC in question probably failed to store the setting properly).
The only workaround I've found is to use a BIOS setting that causes the PC to always power on after a power loss. Not ideal, and the BIOS option is not present on all systems.
