As mentioned above, the netinstall image is in the vast majority of cases the best way to go.
Regarding the CD/DVD sets, only the first image is required of them. And the contents on them are ordered so that the lower the number, the more important/more frequently used packages they contain - that is, e.g. CD 1 contains things that are required for the system to function and that a vast majority use, and CD 14 contains some quite obscure things that only a handful of people need.
And the two DVDs are very preferrable over the 14 CDs if one is to acquire the full disk set... As it becomes quite a horrible disc juggling operation with 14 damned CDs.
The full set can be handy in some situations, e.g. when installing on a computer with no Internet access or if the Internet access is way too slow, expensive (e.g. per time or data unit), or plain unreliable otherwise.
