SSP rate limit exceeded

When I am a sending newsletter I got the following error . Please find the error
cannot send the message . the server responded:452 xxx.xxx.xx.xx Has exceeded SSP rate limit.

where xxx.xxx.xx.xx is sender ip address.

In that server I am using centos 6.5 and postfix SMTP

I am using port number 25 is working properly if the mails sending limit is high i.e 600/hour then I got that error on port number 25 then I changed to port 587 then its working fine.

Is there any restriction sending mails limit from my ISP or from your end.
