Bolded some things above for emphasis. Did you read the config.log as it told you?? And the error is very clear...you don't have a C compiler loaded, and it even tells you which ones it's looking for (gcc, cc, cl.exe...)
A search for how to install this brings up much, but in short you need to install the development tool group:
