HAL, as in Hardware Abstraction Layer, has been discontinued and so isn't available anymore in newer distributions like CentOS 7.x
See for instance the wikipedia article
en.wikipedia.org/wiki/HAL_(software) in which it says it has been absorbed into udev. In CentOS 7 udev again has been absorbed into systemd, which is the standard init/system daemon in RHEL 7 and all of its deratives (like CentOS).
