Does all of the Arch based Linuxes have repo as complete as Arch Linux repo including Artix (its non systemd variant)?
Yes and no. Every ARCH distro I have used has an option to use some ARCH repos in common, but the primary is not the core ARCH but one specific to that distribution. Now, they may not all be alike, I have only used a couple (Liked both) and I am going largely by what I have observed and what has been reported to me by others.
All of them had, as far as I could tell, the full selection of ARCH packages.
It might be more productive to hunt up the forum for the specific distribution you want to investigate and ask there. You will be among the largest group of users of that distribution, and can learn from their first-hand experience!

Unfortunately "Arch based" is not a well defined term, it can mean anything from a distro that simply uses the same package manager but completely different repos and system layout, or some sort of Arch installer that leaves you with a vanilla Arch-like.

Your question doesn't exactly make sense. I gather that you're asking "are other Arch-based repos as complete as Artix" but it's too subjective to personal tastes to be meaningful. For us to be able to answer your question, we'd have to understand the depth of the Artix repos and total packages available in relation to other distros.
What do you personally define as complete? Are you referring to the main repo? Security branch? Universe? Multiverse? User contributed packages?
