I had same problem , but in the release installation its the problem; do you remember which release mode did you try to install, take clear no same MX21 may and the others MX21 modifications, than was maden by the developers!
I remember the installation in graphic mode, cause i tried in console mode and i couldnot do it work, but in cgi mode worked ok, but after was change the version of the installer and was modified and no work more.
