You don't say what Linux distribution you have, so we don't know what package manager you are using. This is the first thing you need to tell people when you have a package installation problem.
That applies generally when you have a problem of any kind: always give relevant information when you ask for help. You're much more likely to get an answer and you'll get it quicker.
I tried to install mypaint but the installer said to fix broken packages first, but it doesn't list what is broken or how to fix it.
I just got the same message for Krita so it may be something else.
It installed from the terminal so maybe the package manager is bad. How do I reinstall that?

Yes, that's what I did too: googled the error and got a string of posts, one of which I have recommended to the OP. Basically it recommends a sequence of simple apt hygiene commands such as apt-get autoclean and apt-get autoremove. After which the error should disappear.
I notice he doesn't say if he read the post or carried out the instructions in it. What is the point in offering help to newbies if they don't make any attempt to try out what you suggest?
