Yup you can do that. You need to add user to a specific group as well as setup pppd suid binary. See example under Debian Linux http://www.cyberciti.biz/nixcraft/vi...-internet.html

I don't use kppp, but last time i checked on slack, about 2 days ago, kppp run with +s as root...
So since kppp starts the pppd the pppd starts as root..

Is there any alternative to what you propose but in a generic way ?
