Probably you haven't installed required codecs that for legal reasons cannot be provided directly by the openSUSE project. You need opensuse-guide and Packman repos enabled, then install/upgrade missing codec packages.
  1. http://opensuse-guide.org/
  2. https://en.opensuse.org/Additional_package_repositories
  3. https://en.opensuse.org/Restricted_formats
  4. http://packman.links2linux.de/mirrors/
#1 above should be enough, the others for more information.

as per the above post

please read #3 , the restricted formats and then use the packman repo to install them

also opi is an solution.
install it:
Code:

zypper in opi
use it:
Code:

opi codecs
opi adds the Packman Repo and installs all necessary codecs, also opi switches all installed packages to the ones from the Packman Repo, if possible.

And all with one command.

Also you can use opi to install packages from the OBS, see:
Code:

opi --help

Be careful and watch carefully over your repos when using opi. As it adds repos as it finds required for packages you add on purpose, you can wind up with packages that you don't want coming from those repos instead of standard repos. Except for Packman and opensuse-guide, you should generally disable those that have been added after first opi use, and manually check on occasion whether they have updates you want or need, so they can be reenabled just long enough to get those particular packages.

OpenSUSE: Failed to initialize a decoder for codec 'h264'.

Hello

mpv bigbunny-h264.mp4 does not work.

OpenSUSE: Failed to initialize a decoder for codec 'h264'.

opi install codecs

didnt work either.

It's possible opi codecs didn't changeover or install all needed packages to come from Packman. Try following the procedure here to switch any remaining openSUSE versions to Packman's. I have from Packman installed here libx264-161-0.161+git20200912.d198931a-pm154.2.4.x86_64.
