sp331yi was specifically asking about 3.x versions because of what I wrote in another thread. To expand a bit, here my (somewhat terse) notes about Master PDF Editor:
Code:

example usage: masterpdfeditor5 file.pdf -p 2
--read-only                : switches application to read only
--read-write                : switches application to edit mode
--check-updates            : allows application to check for updates
--no-check-updates          : forbids application from checking for updates
--set-register license_key  : activate application
--set-unregister            : deactivate application
-p                          : the page number of the document to display
--full-help                : show this output
--help, -h                  : usage

mpe5 linux free features:
        fill/save forms        add/edit bookmarks
        comment/annotate        split/merge    create from scan/images

mpe5 non-free features (* - were free in mpe3):
edit text/images*      create form*    optimize        paste 2 multi
        manage JS      properties*    digi sign
        watermarks(4.0) backgrounds(4.0)        head/foot(4.0)  256bitAES(4.1)

Basically, the only compelling free feature from MPE 3.x that was made paid for in MPE 4.x and 5.x is the ability to create PDF forms. Editing of text/images could also be done with Inkscape, and metadata properties like creation date and author's name could be changed with several other tools, either GUI or command line.

Speaking of MPE 5.x, split/merge and creating PDF from scans/images also could be done with many other tools.
