NTP cannot use server, NTP -d can

I have Redhat Linux 7.2 using ntp-4.1.0-2
If I run

#ntpdate timex.cs.columbia.edu (or any other server i can find)

response is:

28 Jul 15:18:27 ntpdate[14743]: no server suitable for synchronization found

If I run

#ntpdate -d timex.cs.columbia.edu

response is:

28 Jul 15:19:30 ntpdate[14744]: ntpdate 4.1.0 Wed Sep 5 06:54:31 EDT 2001 (1)

Also: ntpdate -u returns successfully.
Also: I am able to enable ntp service from windows2000 server and cisco routers right next to linux box (same isp, subnet, etc) to same time servers.

I am looking for how to either get ntp to work or figure out how to start ntp daemon service with the equivalent of -u

TIA
Jerry
