shut down won't shut system down

I have RH 9 kernel 2.4.20-8 , shutdown now brings system to command prompt. ( can;t remember what it is like now, definitly not any user's prompt).
the harddisk still spins and heatsink still hot.
how do i make sure a shutdown now actually shut the system down ( power off)
thanks

shutdown -h now
or
halt

poweroff is something which (i think) is set in BIOS

What hardware are you using? I get the same thing on my debian box running an AMD Athlon XP 1700+ processor. It's not old, but not exactly cutting edge either. Some hardware just refuses to shut down properly when told to do so from Linux. It sucks.

it powers off successfully from GUI however. my system is VIA EPIA mini-itx. it should be configured to power off from command line.
