nobody/nogroup can I restore? / Windows access ext4 root?

I am thinking of using rsync to copy as nobody/nogroup with a file on what group and owner was so I can full restore. With that would I lose anything more than group and owner if backing up from root(/) of like my file system even if from live USB(so actually like /media/... root to back up)? I know there is a lot of stuff in Ubuntu I do not know. I am thinking of this as a way to be able to access like my stuff on a Windows computer. I would be using ext4 USBs and a Windows specialized reader. If you know a Windows reader of ext4 that can access root owned and grouped directories that would also be a solution. I have seen that normal owned stuff is just read only but readable including USB. If root owned stuff can be read on any Windows reader that would also be a solution. I am on a Lenovo Thinkpad T460 with Ubuntu 22.04.3 LTS desktop with Ubuntu Pro. All as per one might be maybe or might not be maybe, maybe or maybe not, maybe.

I just realized, I can access from a live USB and transfer stuff from that to main system so problem solved maybe or maybe not, maybe.
