I don't think you really want to do that, but anyway there is a link to compile ted from source. Just I'm afraid you will need to fix a lot of issues, it is a 10 years old software and most probably it is not compatible with the newest standards.

libgtk2.0-dev : Depends: libgdk-pixbuf-2.0-dev (>= 2.21.0) but it is not installable
There is already libtiff and libpng installed in Ubuntu LTS, perhaps edit the makefile or whatever in the source code to point to this newer versions of libraries. Then tackle the libgdk-pixbuf issue, maybe same scenario.

There is another way:
Install virtual software such as VirtuaBox, VMWare and run A Ubuntu more suited to the editor in a virtual machine.
Just install Ubuntu 12.04.3 LTS (Precise Pangolin) in a virtual machine Running from the latest Ubuntu.
Installing your editor should be as per instructions.

we have much better word processors nowadays, I don't really understand why do we still need this abandoned software?
