To be more precise, it's about Intel discrete graphics cards on series ARC - yes, today they sell also this kind of hardware.

Then, there's nothing to do with Pure-Intel, as an Intel ARC graphics card (it's a PCIE x16 card) could be used as well with an AMD CPU.

However, the traditional Intel integrated graphics (in the CPU) aren't affected.
