Works for me while using Tor browser on Android to visit linuxquestions.org.

Nope. It's blocked by Cloudflare. I have no idea what kind of value, perceived or real, that Cloudflare provides, but in exchange for that whatever it may be it becomes quite the bottleneck and allows for third party surveillance.

Please do a search for this, as it has been covered in depth previously. We do not block tor. Individual tor exit nodes that are part of mass spam attacks may be blocked temporarily (or in very rare cases, permanently).

I just checked, Cloudflare does block Tor consistently with its javascript. So while LQ may not do so, Cloudflare sure does block it. That said, I can't see a use-case for accessing LQ over Tor, Cloudflare or not.

Cloudflare full stop does not universally block tor - in fact they have settings to specifically allow it and they also support Onion Routing.

Tor works fine here, but it does take a few seconds longer while cloudflare checks the connection.

That just says that you need to have JavaScript enabled. Cloudflare uses it to check the browser accessing the link to prevent abuse.

There used to be an issue with the captcha they used where it would keep asking the user to verify they were human but that was resolved.

Enabling javascript, in any context, defeats most of the purpose of using the Tor browser.

What negatives happen? Ip leaks?

I have been able to use LQ through TOR. It's tricky though - Google (who provides the blocklists) and Cloudflare can be very picky about which IP (exit node) it sees.

Assuming you mean the official Tor Browser Bundle - I wouldn't say that. Of course it is safer without javascript, but even when it's enabled it should(tm) only be able to "see" what is inside TBB's sandbox.
Nowadays TBB ships with Noscript enabled, but allowing javascript by default. Any change to that makes you more recognizable, less anonymous.
Note: there's a difference between safety and anonymity.
