In short, you need 150 posts.

(More accurately, you need to be in the "Senior Member" usergroup, which currently requires 150 posts; it's not the same as the "Senior Member" label which happens at 1000 posts.)

And you can only send private messages if the person you want to message has it enabled. If they don't, you can't PM them no matter how many posts you have.
